College saves money-students get ripped off

We got a debit card in the mail last July, 2011.  It was from Higher One and enclosed letter said they were going to be handling the financial aid funds for my daughter's college.  After reading the brochure, I decided to pass at the time because the fee disclosure was too vague. Was that ever going to be an understatement. I have always tried to avoid sending any personal identity info over the internet.  Higher One stated that in order to choose the option of receiving a paper check, as we always had, we had to activate the debit card (issued by BanCorp) and choose paper check.  Things just didn't feel right with this company.  In the literature,BanCorp stated that they were only responsible for issuing the debit cards. I assumed Higher One was the one the money collecting and dispersing.  Checked their website and it seemed like a shell. That's what I call a site that looks like one person runs it. Had a list of employees  whose link you could click on, but they were all dead ends. In the paperwork, it stated that if you choose paper check, you would have to wait longer for your funds. Figured that. What bugged me is when I checked their site in October, it stated they had mailed the check and I began to worry since we had been having alot of mail theft in the area.  To make a long story short, they claimed to have mailed the check on one date, but the date on the check and the postmark on the envelope were a week later. If they had told the truth, all would have been fine.  When the check did arrive, I decided to hold it for a few days and file a complaint with the FDIC. In the meantime, Higher One sends a new check, overnight delivery. Now I have two checks. I then receive an email from Higher One stating that the first check was returned to them due to our address being incorrect.  ANOTHER LIE. I'm staring at the check they claim they have. Never asked them to replace the check or overnight anything. The check wasn't even over 300. This week the second check comes,  minus $72.00.  Of course there's no explanation but I'm guessing it's going to be stop payment fee, overnight fee, manual labor fee etc....  The topper was the email I received the same day. It was from Higher One stating that we hadn't made a choice of how we wanted to receive our funds. I see their strategy now. They drive you insane with ignorance, until you just sign up for their "easy refund".  Wrong choice of words for them.I googled Higher One complaints and fraud. Alot of colleges back east, where they started out (I guess kids from Harvard started Higher One-am thinking Harvard has alot of bored kids with alot of time on their hands) So consider your self warned. If your school doesn't bother to research or get bids for this service, don't sign up with these people. There's a website on facebook-students against higher one.
